Cindy C. Winters, CPM®, CSM
Cindy C. Winters is a native Phoenician and attended both Phoenix College and Arizona State University, majoring in Business Administration.
Ms. Winters began her real estate career in 1986 working for a small developer. From there, she was hired by Perini Land & Development Company as the assistant to the Project Manager, whose primary focus was the construction of The Grove at Black Canyon, Phase II.
After one year, Ms. Winters was promoted to the assistant to the Asset Manager of Perini Investment Properties wherein her responsibilities ranged from managing approximately 200,000 square feet of commercial properties to developing a market database of properties available in the metropolitan Phoenix area.
After the demise of Perini’s management division, Ms. Winters began working for Royce Property Services, the REO division of Great Western Bank. In a few short month’s she was promoted to an Assistant Property Manager.
In 1993, she joined Eagle Western Management Company and was promoted to Property Manager. During her tenure, Ms. Winters’ portfolio ranged from 160,000 square feet to 400,000 square feet. Her position as Northwest Regional Manager focused on properties located within the northwest Phoenix region. Ms. Winters was the branch manager of Eagle Western’s office located at the Southwest Gas Building (Phase II) of The Grove at Black Canyon. Her portfolio included three office buildings totaling 273,196 square feet, two medical buildings totaling 123,681 square feet, and three property owner’s associations. The Southwest Gas Building included the management of the 150,000 square feet office building, the association at the Grove at Black Canyon and the cogeneration plant, which served as the building’s electrical/gas facility.
Ms. Winters joined Eagle Commercial as a Sr. Property Manager in October 1997 and was promoted to Vice President in 2002, and President in 2009. In addition to assisting with the operation of the company, Ms. Winters is responsible for managing just over 500,000 square feet of office and retail properties. Her responsibilities include all facets of property management, which include preparation of annual budgets, financial reporting, tenant and vendor relations as well as financial analysis of the owners’ assets.
Ms. Winters is an Arizona licensed real estate agent and is currently active with the Institute of Real Estate Management, earning her CPM® designation in April 1999 and her CSM in 2014.
